On May 23, 2018, Executive Committee approved a recommendation to increase the project budget from $200.4 million to $210.7 million in order to accommodate a change in scope to allow for storage of new electric buses, in addition to existing diesel buses. This recommendation will be put forward for consideration as part of the Spring Supplemental Capital Budget Adjustment on May 29.
This change in scope reflects the City’s efforts to address emerging needs for new electric bus inventory while allocating infrastructure funding in a way that makes sense. The new garage with increased scope will accommodate buses from the existing Westwood Garage which is at the end of its lifespan, and will incorporate Council’s direction to accommodate electric buses as part of the evolving ETS fleet.
About the Project
Construction on the Kathleen Andrews Transit Garage (formerly called the North East Transit Garage) began in June 2016. It is named after Edmonton's first female bus driver.
The $200.4 million Kathleen Andrews Transit Garage replaces the aging Westwood Garage and enhances a highly visible piece of land that has sat vacant for decades.

In 2012, land was secured for the new building on the old Canada Packers site at the northeast corner of Yellowhead Trail and Fort Road, home of the brick smokestack. Construction is anticipated to be completed in 2019.
In 2014, the City of Edmonton obtained a historical designation for the brick smokestack, which will be incorporated into the overall site redesign. The smokestack is all that remains from the Canada Packers meat packing plant, which was built in 1936.
The historic site will be landscaped and a sidewalk will be built from Fort Road to the smokestack, going around the remaining building foundations. The site will include historical information panels, lighting, and benches.
